Value engineering consist in increasing value of a product (for the company) by the means of optimizing the ratio of function to cost. This is done by providing only the strictly necessary functions (by substituting materials and methods with cheaper alternatives) so to reduce the production cost, while also regulating the selling cost to increase the net profit of the company.
